  1. 01For frozen meat: remove from packaging and place 1 cup water in Instant Pot insert. Set trivet over water and frozen meat on trivet.
  2. 02Set valve to sealing and pressure cook on high for 5 minutes.5 min
  3. 03Quick release pressure, then carefully remove trivet and meat from pot.
  4. 04Discard cooking liquid and return meat to insert with garlic, ginger, honey, soy sauce, sesame oil, red pepper flakes, and black pepper.
  5. 05Select sauté and cook, breaking meat up with spatula, for 3 to 5 minutes until fully cooked through.
  6. 06Stir in carrots, then spoon filling into romaine leaves and top with green onions.
  7. 07For thawed meat: combine meat, garlic, ginger, honey, soy sauce, sesame oil, red pepper flakes, and black pepper in Instant Pot.
  8. 08Set valve to sealing and pressure cook on high for 2 minutes.
  9. 09Quick release pressure and remove lid.
  10. 10Select sauté and simmer, breaking meat up with spatula, for 3 to 5 minutes until sauce reduces and meat is cooked through.
  11. 11Stir in carrots, then spoon filling into romaine leaves and top with green onions.
