  1. 01Bring a medium pot of water to a boil.10 min
  2. 02Add chili flakes and garlic to a large heat-proof soup bowl.
  3. 03Heat oil in a small pot until it just starts to smoke lightly, then pour over chili flakes and garlic. Stir until combined.
  4. 04Add light soy sauce, dark soy sauce, black vinegar, sugar, and sesame seeds to the bowl.
  5. 05Add dried shrimp and dried laver to the bowl.
  6. 06Drop dumplings into boiling water while gently stirring to prevent sticking.
  7. 07Bring water back to a boil and cook dumplings 6 to 8 minutes depending on size. Add 1/4 cup cold water each time water reaches a vigorous boil, or cook 30 seconds to 1 minute after dumplings float to the top.8 min
  8. 08Add 1 cup dumpling cooking water to the soup base in the bowl.
  9. 09Transfer dumplings to the bowl using a strainer or slotted spoon.
  10. 10Add scallion and cilantro, season with salt to taste.
